This is a pretty windy beach. Mostly in Hawaii the winds start around 10-11:00 am. As you can see all the wind turbans in the picture there. But this beach is almost unbearable with the wind by afternoon. Along with some other factors below, we actually left and we had started with the plan to be there all day.

When it is the weekend or a holiday, the etiquette goes down to a 2 or 3. We actually watched someone build a tent structure so they couldn't be seen spying on everyone around them. Its not a deep beach so there's nowhere to hide and the wind makes putting up and umbrella to block a peeper impossible. The score of 6 is really for the weekdays.
